This message provides a point of clarification for those districts interested in the NCLB Title IID ARRA (stimulus) grants. The RFP for these grants was released on September 9th and can be found on the NHDOE Recovery Web site. It has come to my attention that the RFP is not clear enough about the requirement to submit an "Intent to Apply."
Districts that are considering applying for Ed Tech ARRA grants are asked to indicate their intentions, in part, so that we know how many proposals will be submitted in order to have enough reviewers to read them all.
Page 12 of the RFP says that on September 16, 2009 you should indicate your Intent to Apply by beginning an application form within the MyNHDOE Access page. This is the date when we ANTICIPATED the Title IID ARRA form would begin to available online. This is NOT the deadline for submitting an Intent to Apply. While we originally anticipated opening on September 16, that DATE HAS BEEN CHANGED. The ARRA Title IID online application form will open by mid-day on October 1st. It will remain open until the proposal deadline of November 6th, although we encourage districts to register early in October so that we know well in advance how many proposals will be submitted. There is no deadline for submitting the Intent to Apply. You could enter this at any time, but in the ideal world you would want to do this far ahead of the November 6, 2009 proposal deadline, so that we can be sure we are able to provide assistance to everyone who is writing a proposal.
Submitting an intent to apply does not commit you to submitting an application. It simply lets us know you are in the planning stages and helps us to be better prepared for the next steps.
