U.S. Citizenship & Immigration Services (USCIS) Assessment
RFP 2025-NHED-BAA-2
NHED is seeking a vendor that will provide a digital version of the 2020 USCIS test, utilizing the digital item bank developed by NHED through a contract with Cambium Assessment. Under current state law, the USCIS test is a high school graduation requirement for all New Hampshire students. Passing the USCIS test is defined as correctly answering 70% or more of the 128 questions. This RFP seeks proposals from vendors for administering and maintaining the digital USCIS test to high school students.

Accountability Systems Application and Documentation Specialist
RFP 2025-NHED-BAA-1
The goal of this procurement is to secure a qualified consultant to support NHED's implementation of the Every Student Succeeds Act (ESSA) federal accountability system. The consultant will be responsible for adhering to established business rules, developing and managing SQL code and queries to calculate critical data points and performance indicators, conducting rigorous quality control checks, meticulously documenting all processes and procedures, and supporting and training NHED staff.

Educator Information System Upgrades and Support
RFP-DESHE-2025-01
The Bureau of Credentialing within the New Hampshire Department of Education is seeking a vendor to provide software enhancements, upgrades and ongoing support to its Educator Information System (EIS). This NHED owned system maintains credentialing information for approximately 27,000 credentialed K-12 educators. NHED is looking for three years of services with the option of extending the services for two additional years. The services will be delivered remotely by the vendor’s software developers.

IEP Facilitator

The New Hampshire Department of Education, Bureau of Special Education Support (BSES) is seeking proposals for up to two (2) individuals to serve as IEP Facilitators. IEP Facilitators are responsible for facilitating meetings in school districts in a variety of locations across the State, or virtually, as requested by the local education agency (LEA) or a parent, and assigned by the BSES. Master Educational Surrogate Parent
RFP SPED-2025-04
The purpose of this RFP is to seek proposals for up to four (4) Master Educational Surrogate Parents who will be responsible for temporary appointments as the educational surrogate parent in situations that require immediate appointment, situations that are viewed by NHED to need a master educational surrogate parent appointed, and situations where another available educational surrogate parent cannot be identified. Additionally, Master Educational Surrogate Parents will be asked to contribute to the training of volunteer ESPs by being available for contact through phone or email, participating in regular training sessions, and compiling resources and educational materials.

Charter School Legal Consultant - Review of Proposed Charter School Applications

Specifically, NHED is seeking those with familiarity with Chartered Public Schools (RSA 194-B and New Hampshire Code of Administrative Rules, Ed 318) and the requirements for charities and nonprofits operating in New Hampshire (RSA 292 and Jus 400) who operationalize and standardize the process to conduct thorough legal reviews for chartered public school applicants.

English Language Development Across Content Areas

New Hampshire Inclusive Education Scholar

Hearing Officer and Alternative Dispute Resolution Officer
RFP 2025-NHED-GOV-01
NHED, through the Governance Unit, is soliciting competitive sealed proposals from qualified Vendors to serve as hearing officers. Appointment of hearing officers is a statutory requirement of administrative agencies. The Department is required by State and Federal law to provide Hearing Officers to preside at Due Process Hearings and Alternative Dispute Resolution proceedings. Candidates chosen fulfill Federal and State requirements for hearing officer/mediators in the following areas: Special Education Impartial Due Process Hearings, State Board of Education Hearings, Vocational Rehabilitation Fair Hearings, Alternative Dispute Resolution (e.g. neutral conferences and mediations).

State Accountability Task Force Support and Technical Assistance
RFP 2024-09-NHED-BAA
NHED is seeking a vendor that will assist the department in the facilitation of a State Accountability Task Force. Per Senate Bill 378, NHED is required to establish a task force to develop and review the Performance-Based Accountability System that will serve to demonstrate that a school is providing the opportunity for an adequate education as defined in RSA 193-E:2-a. The task force shall be composed of 10 to 15 experts in education, including superintendents, principals and certified educators. The task force will develop a performance-based scoring system based on data and indicators which are already provided to NHED under other state and federal laws, and provide a report of its findings and make recommendations for future legislation for PBAS no later than June 30, 2026. The vendor will assist the task force and NHED in all aspects of these deliverables.

Language Assistance Services

NHED is seeking proposals from qualified vendors to perform translation, interpretation, and transcription services on an “as-needed” basis. It is anticipated that services will be provided under contracted service arrangements, upon Governor and Council approval through June 30, 2027, with the option to renew for up to one (1) additional one-year term, if services are determined to be satisfactory and after submission and acceptance of a summary of activities completed during the previous year. The goal of this Request for Proposal (RFP) is to eliminate or reduce—to the maximum extent practical—limited English proficiency as a barrier to accessing existing NHED resources, services and programs as required under Title VI of the Civil Rights Act of 1964 (Title VI) and the Equal Educational Opportunities Act of 1974 (EEOA).
