Office of Business Management

The Office of Business Management is located within the Deputy Commissioner's Office and has the lead responsibility for managing the Department's budget and maximizing resource utilization. The office is responsible for providing fiscal management, contracting and procurement, facilities management, human resource management and coordination with all other support groups on financial issues.

Tammy Vaillancourt joined the New Hampshire Department of Education as the Chief Financial Officer in January 2016. Ms. Vaillancourt is an integral part of the Commissioner's Leadership Team and is responsible for directing the Office of Business Management, which involves the fiscal oversight of over $1 billion and includes the business functions of purchasing, accounting, payroll, contracts management, grants management, budgetary development and controls, and personnel management.

Ms. Vaillancourt started her state career in 1984 with the NH Governor’s Office of Civil Defense, known today as the Department of Safety’s Division of Homeland Security and Emergency Management (HSEM).  In her 24 years at HSEM she served in roles related to accounting and human resources, field services, planning and grants management, and the State’s disaster related Public Assistance Officer.  In 2005 Ms. Vaillancourt authored the Emergency Operations Center Facility Construction grant that resulted in an award to the State of NH of over $9 million to build the Incident Planning and Operations Center located on the State Fire Academy grounds.

Ms. Vaillancourt transitioned back to the financial field by transferring to the Department of Safety’s Division of Administration.  There followed increasingly complex fiscal management positions at the Department of Administrative Services, Risk Management Unit; the Department of Resources and Economic Development, Office of Workforce Opportunity; and the Department of Administrative Services, Budget Office.

Ms. Vaillancourt holds a Bachelor's Degree in Business Administration from Southern NH University and an Associate's Degree in Accounting from NH Technical Institute.

The Office of Business Management is responsible for the overall fiscal management of department funds, contracting activities, Fiscal Committee and Governor and Councils submissions, facilities management and human resource management; and consists of the following three sections, Accounting Services, Fiscal Management, and Human Resources.

Accounting Services provides financial services related to the operation of the department, including accounts payable and receivable; centralized purchasing; inventory control; cash management; ledger reconciliations; bi-annual budget submissions; year-end closing activities; and the maintenance of financial records and accounting procedures.

Fiscal Management is responsible for the overall financial oversight of all department funds, consisting of state, federal, and other funds; and includes providing fiscal management of grants and other funds; budget development and control; analyzing and reconciling federal grant awards; and the development of internal financial reports, processes and procedures. This section works collaboratively with DOE Program Administrators to ensure sound fiscal practices and allowability of funds.

Human Resources is responsible for coordinating the department-wide human resource efforts, including payroll processing, leave administration, recruitment and retention, benefits administration, human relations, and department-wide in-service training and staff development activities.
