Title I, Committee of Practitioners
The Committee of Practitioners (COP) provides the New Hampshire Department of Education (NHED) ongoing recommendations on a variety of issues related to Title I programs. The Elementary Secondary Educational Act (ESEA) of 2015 reauthorized as the Every Student Succeeds Act (ESSA), section 6573 (b), requires each state that receives Title I funds, “…shall create a State committee of practitioners to advise the State in carrying out its responsibilities,” to ensure that any state rules, regulations, and policies relating to Title I conforms to the purposes of Title I, and provide any such proposed rules, regulations, and policies to the Title I COP for review and comment.
Committee of Practitioners (COP)
The COP must include:
- School district representatives
- Administrators
- Teachers
- Career and technical educators
- School leaders
- Parents
- Members of school boards
- Representative of private school children
- Representatives of charter agencies
- Charter school leaders
- Specialized instructional support personnel
- Paraprofessionals
The COP is required to review, before publication, any proposed or final state rule or regulation pursuant to Title I. The COP also provides advice and support to the Office of ESEA Title Programs on the implementation of Title I programs, including review technical assistance documents, templates, and other tools that support the quality implementation of Title I in New Hampshire.

The Office of ESEA Title Programs will be accepting applications to join this Committee through December 1, 2024.
The deadline for accepting applications has been extended until December 15, 2024, for those that meet the requirement of either being a member of a local school board or are a representative of a non-public school/students. The application is closed for all other committee positions. Thank you.
