Statewide Reading Campaign 

RFP CO-2022-001

The New Hampshire Department of Education (NHED), through the Commissioner’s Office, is soliciting competitive sealed proposals from qualified Vendors to develop a marketing campaign to promote reading and literacy within the Granite State. The campaign would target parents and guardians of children who have not yet entered school, through the development of competent reading and literacy skills. It will also target teachers, community groups that work with children and families, libraries, school districts and broader communities. The objective is to promote the love of reading among New Hampshire youth, as well as strong literacy skills, reading proficiency and the importance of becoming life-long readers.

Wellness Research in NH Schools & Home School Environments

The purpose of this RFP is to seek proposals from individuals, agencies, institutions or organizations (hereafter referred to as applicant(s) to work with the NH Department of Education, Bureau of Student Wellness to conduct up to three research projects related to student wellness in NH school districts during the 2021-22 Academic Year. These studies shall be conducted in a post COVID, post virtual learning environment.

Public School Approval Technical Support and Assistance

The Department of Education (DOE) is issuing this RFP for services in the analysis and development of a rigorous public school approval implementation plan that will satisfy the statutory and administrative requirements placed upon the DOE as the state authority over public school approval, detailed in Administrative Rule Ed 306.28 and NH State Statute RSA 193-E. The implementation plan will include specific operational elements including an analysis of current and prior school approval operating systems and policies, creation of technical documentation, process steps for completion of a state-wide school approval system, DOE workforce requirements, collaboration and engagement with state and local stakeholders, and an implementation timeline for a statewide public school approval system. It is expected that this work will be conducted within a 6 month time period.

Equipping NH Educators - Funding Opportunity Announcement (FOA)

RFP #Higher Ed-2021-1

Beginning in March 2020, in response to the COVID pandemic, schools, teachers and students pivoted to remote instruction and support with virtually no notice or training. All of these stakeholders performed admirably given the difficult circumstances that they faced.  This disrupted learning continued in the summer and through the fall semester, and will continue to impact learning in the spring of 2021. Over the period from March 2020 until now, schools, teachers and students have increased their capacity to instruct and learn successfully in a virtual setting. This has not been easy for our teachers, most of whom have been formally trained for in-person instruction and have not had formal training on how to conduct on-line instruction.  While it is expected that by September 2021 – if not sooner – the effects of the pandemic will have subsided sufficiently to return to in-person instruction, we have all seen the importance and value of teachers having the skills to conduct on-line instruction.

Over the summer of 2021, the NH DOE seeks to offer all New Hampshire educators formal instruction, to include some type of micro-credential, in the art of on-line instruction.  Toward that end, the NH DOE is seeking proposals from qualified vendors to conduct this statewide effort.

Children’s Mental Health Awareness May Programming & Training

IEP Facilitation Program: NHDOE Team Facilitators

Vocational Rehabilitation-Customer Satisfaction Survey

Special Education Actuarial Consulting Services

Under New Hampshire state law, expenses for special education students are shared between the local school district, special education aid by the state and IDEA funding from the federal government.  Pursuant to the current formula, the local school district is responsible for primary costs of special education, up to 3.5 times the statewide average cost per pupil.

The department of education is exploring options to create a risk financing mechanism, likely an insurance product that would be available to school districts to help manage this risk.
